Removes outdated firearm deer license fee schedules from 1996-2001 and establishes a flat resident firearm deer license fee of $15.00 and nonresident fee of $138.00.

Removes outdated antlerless deer license fee schedules from 1996-2001 and establishes a flat resident antlerless deer license fee of $15.00 and nonresident fee of $138.00, with a nonrefundable application fee not to exceed $4.00.

Authorizes use of .35 caliber or larger rifles loaded with straight-walled cartridges (minimum 1.16 inches case length, maximum 1.80 inches case length) during firearm deer season in the limited firearms area.

Allows use of .35 caliber or larger pistols holding no more than 9 shells combined in barrel and magazine and loaded with straight-walled cartridges during firearm deer season in the limited firearms area.

Defines the limited firearms area as the region south of a boundary line running from the Wisconsin-Michigan border near Highway M-46 through specified Michigan highways and roads to the international boundary with Canada.
