Appropriates $10,961,245,600.00 from the state school aid fund and $282,400,000.00 from the general fund for public schools, intermediate school districts, community colleges, and public universities for fiscal year ending September 30, 2013.

Establishes new dropout recovery program provisions allowing districts to count eligible pupils at 1/12 of full-time membership for each month of enrollment and full attendance, with special exemptions from standard instructional hours and days requirements.

Creates requirements for dropout recovery programs including assignment of pupil advocates (serving no more than 50 pupils), written learning plans, monthly progress monitoring, year-round operation, and partnership standards for education management organizations.

Adjusts pupil membership calculations for students enrolling after the membership count day, allowing prorated state aid based on daily attendance and creating special accounting for alternative education and strict discipline academy placements.

Allocates $292,396,900.00 for community college operations across 28 Michigan community colleges and $1,733,600.00 for retirement contribution assistance.
