Establishes the "Public Contract Disclosure Act" requiring public entities to disclose contract information on websites or to the Department of Technology, Management, and Budget.

Defines "contract" as agreements for public entities to procure goods or services from private entities valued at $25,000 or more, excluding employment contracts filled through civil service or merit systems.

Requires public entities to post the contractor name, dollar amount (or estimated amount with monthly updates), and lease duration (for motor vehicle leases) for all contracts entered into or in effect during the preceding 12 months, beginning June 30, 2012.

Public entities must either post contract information on their own websites with homepage links or submit it electronically to the state department, which must post all received information on its public website within 90 days.

Requires public entities to update posted contract information at least monthly.
