Changes population threshold for large cities in Home Rule City Act from 750,000 to 600,000 persons in two sections (5(e) and 35a).

Allows cities with 600,000 or more residents to issue certain bonds through governing body resolution without prior voter approval, subject to debt limitations.

Prohibits cities from adopting charters or ordinances with minimum staffing requirements for city employees; voids any such provisions adopted on or after September 13, 2011.

Maintains existing restrictions on tax rate increases (maximum 2%), charter submissions (once per 2 years), and special elections (maximum 2 per year).

Requires notice and petition procedures before issuing most bonds, with 45-day publication period allowing electors to petition for voter approval if 10% or 15,000 registered voters sign.
