Prohibits fingerprinting, photographing, audiorecording, or using 1-way glass on mental health service recipients without prior written consent from the recipient (if 18+), guardian, or parent (if under 18).

Requires fingerprints, photographs, or audiorecordings taken for service provision to be kept in the recipient's record and destroyed or returned when no longer essential or upon discharge.

Permits photographs for personal or social purposes as recipient's property, provided the recipient has not objected.

Requires express written consent for educational or training purposes involving photographs, audiorecordings, or 1-way glass, obtained from same parties as above.

Authorizes video surveillance in psychiatric hospital common areas (hallways, nursing stations, activity areas) for safety and security, requiring written policies covering surveillance locations, notification to recipients/visitors, access controls, documentation, archival retention up to 30 days, and prohibiting use of surveillance footage in clinical records.
