Prohibits state departments and agencies from awarding contracts valued at $100,000 or more for construction, goods, or services to vendors who made reportable campaign contributions of $100 or more to state elected officials within the 12 months preceding contract award.

Prohibits state departments and agencies from awarding contracts valued at $100,000 or more to vendors who gave gifts equal to or exceeding the reportable gift threshold to state appointed or elected officials excluded from classified state service within the 12 months preceding contract award.

Requires all state contracts to include a provision mandating contractors certify they will not make contributions or gifts meeting the thresholds in subsection (1) to state elected or appointed officials during the contract term.

Imposes civil fines of up to 3 times the contribution or gift amount on contractors who violate the certification requirement, with fines paid to the state treasurer for the general fund.

Attributes political contributions and gifts made by owners holding 10% or more interest in a contractor, or their immediate family members, to the contractor itself for purposes of this section.
