Amends 1968 PA 318 to revise the title and section 2 (MCL 15.302) regarding conflicts of interest for state legislators and officers.

Prohibits members of the legislature and state officers from having direct or indirect interests in contracts with the state or political subdivisions that cause a substantial conflict of interest.

Prevents legislators, the governor, lieutenant governor, secretary of state, and attorney general from directly or indirectly applying for or accepting state-funded grants during their term of office unless the grant furthers their official duties.

Exempts grants for education at institutions of higher education from the grant prohibition if the grant is offered on equal terms to the general public.

Defines "substantial conflict of interest" as a personal or likely personal interest in deriving direct monetary gain or suffering direct monetary loss, and specifically identifies participating in negotiation of state contracts with campaign contributors as a substantial conflict.
