Increases the damage limit for motor vehicle property damage claims from the previous amount to $1,000.00, recoverable only to the extent damages are not covered by insurance.

Requires motor vehicle damage actions be commenced in small claims division of district court or municipal court whenever legally possible, with judges able to assess costs if a defendant or plaintiff removes the case to a higher court without prevailing.

Limits recovery for motor vehicle damage to cases where the damaged vehicle had required security in effect at the time of damage, and excludes such liability from residual liability calculations.

Specifies that court decisions in motor vehicle damage cases are not binding in other proceedings arising from the same circumstances.
