Appropriates $37,765,400 for capital outlay projects in fiscal year ending September 30, 2012, with $35,982,300 from Michigan Natural Resources Trust Fund and $1,783,100 from federal revenues.

Funds 93 acquisition and development projects across Michigan counties, including land conservation areas, park improvements, trail development, and waterfront enhancements through grants-in-aid to local units of government.

Allocates $14,835,800 for land acquisition grants and $14,854,400 for park and recreation development grants to local units of government.

Requires department of natural resources to enter agreements with grant recipients mandating perpetual dedication of acquired/developed land to public outdoor recreation and providing state with minimum 1/6 royalty interest in retained minerals on parcels over 5 acres.

Allows unobligated balances to carry forward for up to 3 fiscal years until project completion, with unexpended amounts reverting to the Michigan Natural Resources Trust Fund.
