Appropriates $4,655,700 in supplemental funding for Michigan state departments and agencies for fiscal year ending September 30, 2013, with $5,167,400 from state general fund/general purpose after accounting for federal and restricted revenues.

Allocates $3,300,000 to Department of Human Services for public assistance programs, including $4,300,000 for indigent burial and a $1,000,000 reduction in unclaimed bodies funding, with $300,000 from federal Temporary Assistance for Needy Families funds.

Appropriates $1,355,700 to Department of Treasury for payments in lieu of taxes covering commercial forest reserves ($462,100), swamp and tax reverted lands ($1,201,800), and purchased lands (-$308,200).

Designates $1,355,700 in appropriations as payments to local units of government in compliance with Michigan Constitution Article IX, Section 30.

Took effect immediately upon Governor's approval on December 27, 2012.
