Authorizes transit service providers to require fingerprinting of bus driver applicants who will have contact with vulnerable populations (children, elderly, individuals with disabilities) to obtain criminal history records.

Permits fingerprints to be submitted to the Michigan State Police for state criminal history checks and forwarded to the FBI for national criminal history checks.

Requires the State Police to maintain fingerprints in an automated identification system that notifies transit providers of any subsequent criminal arrests matching previously submitted fingerprints.

Mandates transit service providers to develop and distribute written fingerprinting policies to employees describing how fingerprints are collected, where they are sent, and how they are used.

Exempts criminal history data maintained by transit providers from public disclosure under the Freedom of Information Act; allows State Police to charge fees not exceeding actual and reasonable costs for conducting fingerprint checks.
