Creates the Domestic Reimbursement Utilization (DRUG) Fund within the state treasury to receive deposits from any source and direct investment by the state treasurer.

Fund balance at fiscal year end does not lapse to the general fund and remains available for ongoing use.

Department of Environmental Quality administers the fund and disburses grants to private property owners for cleanup of environmental contamination caused by illegal methamphetamine manufacturing.

Grant eligibility conditions: maximum $5,000 per property per year; property owners cannot have participated in the violation or failed to report known illegal activity; grants are secondary to other reimbursement sources including government agencies and insurance providers.

Act takes effect October 1, 2012, but only if House Bills 5395 and 5396 are also enacted into law.
