Require electric utilities to allow customers to decline installation or use of advanced meters and to uninstall meters upon customer request.

Prohibit electric utilities from sharing advanced meter data with any person other than the utility itself.

Prohibit utilities from shutting off service based on the amount of electricity a customer uses or based on a customer's refusal to accept an advanced meter installation.

Prohibit utilities from imposing any financial or service disincentives on customers who decline advanced meter installation and limit data collection to once per month unless the customer requests otherwise.

Require utilities to notify customers 30 days before installing an advanced meter and to issue annual compliance reports to legislative committees overseeing public utilities.
