Designates three specific areas as dark sky preserves: state-owned land at Lake Hudson in Lenawee County, Wilderness State Park and state forestland in Emmet County, and portions of Port Crescent State Park in Huron County.

Prohibits establishment of dark sky preserves in Michigan's Upper Peninsula.

Requires all outdoor lighting within dark sky preserves to be directed downward and use fully shielded fixtures whenever possible to prevent light emission above 15 degrees below the horizontal plane.

Mandates use of motion sensor outdoor lighting fixtures instead of continuous lighting wherever practical and appropriate within dark sky preserves.

Specifies that dark sky preserve designation does not restrict land use or recreation activities, including motorized and nonmotorized recreation, within these areas.
