Requires employers with 50 or more full-time employees to grant employees up to 3 hours of paid leave per election day to vote.

Employees must provide employers with 7 or more days' advance notice of intent to use voting leave.

Employers may only deny voting leave if granting it would endanger public safety or welfare.

Prohibits employers from discharging, threatening, or discriminating against employees for requesting or using voting leave.

Allows employees to bring civil action against employers for violations and recover the greater of actual damages or $2,500 per violation.
