Prohibits health insurance policies, certificates, and health maintenance organization contracts from requiring face-to-face contact for services appropriately provided through telemedicine as determined by the insurer or HMO

Requires telemedicine providers to be licensed, registered, or otherwise authorized to practice in the state where the patient is located

Defines telemedicine as use of electronic media enabling real-time, interactive audio or video communication between patients and off-site health care professionals

Subjects telemedicine services to all policy terms including copayments, coinsurances, deductibles, and approved amounts

Applies to policies, certificates, and contracts issued or renewed on or after January 1, 2013, with an effective date of June 28, 2012
