Amends Michigan's criminal sentencing guidelines statute (MCL 777.16t) to add specific felony offenses and sentencing classifications to the sentencing guidelines table.

Establishes sentencing guidelines for offenses including false reports of crimes and emergencies, with penalties ranging from 2 to 20 years depending on severity and whether injury or death results.

Adds guidelines for money laundering offenses (fourth through first degree) with penalties ranging from 2 to 20 years, plus related controlled substance money laundering provisions.

Includes sentencing guidelines for gang-related felonies (membership, recruitment, retaliation), stalking offenses, hazing resulting in serious injury or death, and unlawful posting of messages, with class ratings from B to H.

Takes effect January 1, 2013, contingent upon concurrent enactment of House Bills 5431 and 5432 from the 2012 legislature.
