Clarifies that licensees may incur reasonable expenses for equipment, prizes, venue rental, janitorial services, license fees, and other expenses consistent with the act as permitted by commissioner rule.

Allows qualified organizations to use net proceeds after expenses solely for training or purchasing goods or services to support component activities.

Establishes a 25% cap on expenses for millionaire party licensees, prohibiting them from incurring expenses that exceed 25% of the event's gross proceeds.
