Adds Section 10c to the Traxler-McCauley-Law-Bowman bingo act to establish licensing procedures for millionaire party venues.

Requires applicants to submit written applications to the bureau on a prescribed form to obtain or renew a millionaire party venue license.

Authorizes the bureau to issue licenses allowing millionaire parties to be conducted by licensed millionaire party operators on property owned or leased by the license holder.

Sets license fees at $1,000 annually, $200 monthly, or $50 weekly, with licenses expiring at midnight on the last day of February each year.

Makes millionaire party venue license holders equally responsible with millionaire party operators for compliance with the bingo act and its rules on their properties.
