Prohibits law enforcement agencies from using unmanned traffic monitoring devices (photo-radar) to detect or enforce moving violations involving traffic signs, signals, or markings; speed limitations; or proof of financial responsibility requirements.

Exempts railroad crossing violations under sections 667 and 667a from the prohibition on unmanned devices.

Allows citations issued with unmanned traffic monitoring devices only if a law enforcement officer is physically present with the device and issues the citation to the violator at the time and place of the violation.

Exempts Department of State Police officers enforcing state or federal motor carrier laws from the restrictions.

Defines "unmanned traffic monitoring device" as a photo-radar system that detects and photographs or records images of vehicles, operators, or license plates used in violations.
