Transfers administrative responsibility for the Police Officer's and Fire Fighter's Survivor Tuition Act from the Department of State Police to the Department of Treasury.

Defines "child" as a natural or adopted child of a deceased Michigan police officer or firefighter who was under age 21 at the time of the officer's or firefighter's death.

Defines "Michigan police officer" to include sheriffs, deputies, village/township marshals, municipal police officers, Michigan State Police officers, and other certified law enforcement officers under the Commission on Law Enforcement Standards Act (1965 PA 203).

Defines "Michigan fire fighter" as a member (including volunteers and on-call members) of a fire department responsible for fire suppression, excluding persons whose duties do not include direct involvement in fire suppression.

Clarifies that tuition assistance under the program covers tuition at the resident rate at state institutions of higher education, including community colleges and state universities.
