Mandates 18-hour advance notice for rescheduled regular or special meetings, posted in a prominent place at the public body's principal office and on its website if one exists with monthly or more frequent updates.

Exempts subcommittees and conference committees from the 18-hour notice requirement, with conference committees required to give 6-hour notice and second conference committees required to give 1-hour notice.

Allows emergency meetings without 18-hour notice when 2/3 of members vote for it due to severe and imminent threats to public health or safety, but requires paper copies of notice at the meeting with specific explanation of the emergency circumstances.

Requires public bodies holding emergency meetings without proper notice to notify the county board of commissioners within 48 hours and post notice and explanation on their website if maintained.
