• Amends Michigan Vehicle Code sections 615 and 676a and adds new section 676c to regulate illuminated mobile billboards on state highways.

• Exempts illuminated mobile billboards from existing prohibitions on blinking, oscillating, or rotating lights and signs that could be mistaken for traffic control devices or emergency vehicle lights.

• Defines "illuminated mobile billboard" as a motor vehicle or motor vehicle-trailer combination with an illuminated display designed for advertising or informational purposes.

• Allows the Department of Transportation and local units of government to regulate the intensity of illumination during nondaylight hours for mobile billboards operating on state highways.

• Maintains existing restrictions on stationary signs and decorations along highways, including a 10-foot minimum distance from traffic lights and prohibitions on commercial advertising on traffic control devices.
