Requires retail gasoline dealers to post notices on pump dispensers indicating the grade of gasoline and additives contained in the fuel.

Mandates that gasoline containing at least 1% alcohol by volume must display notice stating the type of alcohol (such as ethanol or methanol) and its concentration to the nearest whole percent.

Exempts gasoline containing 10% or less ethanol from the notice requirement, and exempts alcohols or ethers with molecular weight greater than ethanol that are not mixed with methanol or ethanol.

Directs the director to design a uniform notice format through administrative rule that includes quality standards information and a 24-hour consumer hotline number.

Imposes civil fines up to $1,000 per day for violations, with penalties deposited into the gasoline inspection and testing fund; requirements become effective 90 days after the director promulgates the required rule.
