Prohibits persons from traveling to scenes of motor vehicle accidents or disabled vehicles on public property and soliciting business for wrecker, recovery, or towing services, with violations designated as civil infractions subject to a $1,000 civil fine.

Creates an exception to the prohibition when a law enforcement agency having jurisdiction, or an individual involved in the accident or with the disabled vehicle, requests the wrecker or towing service.

Amends section 907 of the Michigan Vehicle Code to specify that violations of the new section 676c result in a $1,000 civil fine plus costs as provided in subsection (4).

Maintains existing civil fine structure for other violations, including $100 maximum for general civil infractions, with enhanced penalties for moving violations resulting in at-fault collisions.

Preserves court authority to order defendants to attend treatment, education, or rehabilitation programs in addition to civil fines and costs.
