Establishes that aircraft transport vehicles must be licensed by the department and operated as part of a licensed aircraft transport operation.

Sets the licensing fee at $100.00 for initial issuance or annual renewal of aircraft transport vehicle licenses.

Requires aircraft transport operations to submit an application and fee for each vehicle in service, including a certificate of insurance with coverage amounts determined by the department, except as provided in subsection (6).

Aircraft transport vehicles must be equipped with a communications system using frequencies and procedures consistent with the statewide emergency medical services communications system and must meet the department's minimum equipment list based on the level of life support provided.

Allows aircraft transport operations that transport patients fewer than an average of 45 times per year over the preceding 5-year period to maintain a minimum of $2,000,000.00 in liability coverage per vehicle, rather than higher amounts required for more frequent operators.
