• Allows the Secretary of State to permit payment of fines or fees imposed under the Michigan campaign finance act through installment plans not to exceed 12 months.

• Establishes that the Secretary of State cannot commence a hearing to determine civil violations during the 30-day period before an election through the day after that election, unless the accused party consents.

• Requires complaints alleging campaign finance violations to be signed and include the complainant's name, address, telephone number, and certification that factual allegations are supported by evidence or likely to be supported after further inquiry.

• Prohibits private lawsuits under the campaign finance act, making the Secretary of State's enforcement remedies the exclusive means to enforce the law and address violations.

• Authorizes the Secretary of State to require persons filing false complaints to pay the Secretary of State's investigation expenses and/or reasonable attorney fees incurred by the accused party.
