Creates a special volunteer license for retired healthcare professionals (physicians, osteopathic doctors, podiatrists, nurses, optometrists, and dentists) who wish to provide free care to indigent or underserved populations in Michigan.

Applicants must document prior licensure in good standing, commit to providing services without compensation, and if out of practice for 3+ years, demonstrate attendance at 2/3 of required continuing education courses in the preceding 3 years.

Board shall issue the special volunteer license at no fee, with renewal requiring updated documentation that the licensee continues to provide uncompensated care.

Grants civil liability immunity to special volunteer licensees for professional negligence or malpractice when care is provided at facilities serving at least 75% medically indigent patients and the provider receives no compensation, except in cases of gross negligence.

Special volunteer licensees remain subject to all other provisions of Michigan's public health code, including continuing education requirements and disciplinary action.
