Requires the Michigan Strategic Fund to establish substance abuse testing requirements for recipients of loans, grants, or other project funding beginning October 1, 2012.

Mandates that fund recipients must submit to and test negative for substance abuse under a testing program prescribed by the fund.

For non-individual recipients, requires testing of: corporation presidents and chief executive officers plus direct managerial reports; all partners and direct managerial reports in partnerships; general and limited partners plus direct managerial reports in limited partnerships; and all members and direct managerial reports in limited liability companies.

Takes effect only if Michigan enacts a law requiring substance abuse testing for recipients of family independence program assistance under the Social Welfare Act.
