Allows the director to set a price tolerance of up to 5% above non-biobased alternatives without deeming the biobased product unreasonable, considering benefits of expanding biobased product use.

Requires vendors to certify biobased content and provide verification information upon request; mandates the director maintain a list of qualifying designated items and adopt rules through the Administrative Procedures Act.

Exempts purchases of motor vehicle fuel, heating oil, and electricity; allows departments to purchase non-biobased products if no designated items meet functional needs after director notification; requires annual reporting by September 30 on biobased product purchases and additional spending.
