Eliminates health insurance coverage (hospitalization, medical, dental, and vision) for legislators who began serving on or after January 30, 2009, under the Michigan Legislative Retirement System.

Removes the "before January 1, 2013" deadline from Section 75(2)(a), allowing qualified participants with 6 years of service to remain eligible for health benefits if they were not serving as legislators after January 30, 2009.

Removes the "before January 1, 2013" deadline from Section 75(2)(c)(iii), allowing legislators elected to fill partial-term vacancies who completed 5 years of service to remain eligible for health benefits if they stopped serving before January 30, 2009.

Preserves health insurance benefits for legislators who were serving before January 30, 2009, and for deferred vested members who first became members on or before January 1, 1995.

Maintains the retirement system's authority to increase copays and deductibles for those who retain health coverage eligibility.
