Secretary of State shall develop and issue fund-raising and collector plates promoting breast cancer awareness, with plates featuring a pink ribbon emblem.

Breast cancer awareness fund is created within the state treasury to receive donations from plate sales and other sources, with funds remaining in the account at fiscal year-end rather than reverting to the general fund.

Secretary of State transfers donation money from breast cancer awareness plate sales to the state treasurer, who credits it to the breast cancer awareness fund.

State treasurer disburses fund money on a quarterly basis to the breast and cervical cancer control program administered by the Department of Community Health.

Department of Community Health shall submit annual reports to the state treasurer accounting for all money received and spent under this section, with the Secretary of State serving as fund administrator for auditing purposes.
