Allows registered electors to petition for a referendum within 90 days after a local government approves a resolution to join or extend an agreement with an Act 7 entity.

Requires a petition signed by at least 10% of registered electors in the local governmental unit to trigger a referendum.

Mandates the local government clerk to file the petition with the county clerk and submit the question to voters at the next general or special election conducted under Michigan election law.

Permits a local government to proceed with the agreement if a majority of electors voting on the referendum question approve it.
