Allows public school academies to operate the same grade configuration at multiple sites if in compliance with their contract and making measurable progress toward educational goals.

For new academy contracts, applicants may operate at multiple sites if they provide documentation that their educational model has resulted in schools making measurable progress toward meeting educational goals.

Permits public school academies located in designated urban opportunity zones to give enrollment priority to children of residents within those zones, provided the zone meets population density, income, and business partnership criteria.

Requires academies giving enrollment priority to residents of urban opportunity zones to select at least 10% of pupils through random selection process.

Takes effect April 1, 2012.
