Amends the Emergency 9-1-1 Service Enabling Act to require annual audits of each Public Safety Answering Point (PSAP) and secondary PSAP conducted by an independent auditor using generally accepted accounting principles.

Mandates that copies of annual audit reports be made available for public inspection.

Prohibits increases in 9-1-1 charges for the next fiscal year unless the most recent annual audit confirms expenditures are in compliance with the act.

Requires PSAPs and secondary PSAPs to maintain accounting, auditing, monitoring, and evaluation procedures as prescribed by the act and its rules.

Conditions receipt of 9-1-1 funds on compliance with standards established by the commission under section 413.
