Amends section 15 of the 1979 Public Act 94 regarding school aid apportionments and recovery of overpayments to school districts and intermediate districts.

Allows the department to recover state aid overpayments from subsequent payments under the education article, emergency municipal loans, or millage proceeds, with special education overpayments recovered separately from special education payments.

Permits the department to grant districts up to an additional 4 years to adjust deductions resulting from audits if the district presents evidence of significant hardship and may advance authorized payments during this period.

Requires adjustments to payments in the current fiscal year when audits affect current fiscal year membership and allows the department to make corrections for prior fiscal year overpayments or underpayments based on new data.

Appropriates funds for 2012-2013 equal to collected overpayments (not to exceed available amounts) for obligations exceeding applicable appropriations; effective only if House Bills 5566, 5567, 5569, and 5570 are enacted.
