Charter townships in counties with populations between 750,000 and 2,000,000 that lack free public library service for the previous 3 years may establish and maintain a free public library.

Township board must adopt an ordinance or resolution to establish a library and file a copy with the department of education within 10 days.

Township board serves as the library's board of directors and appoints a 7-member library advisory committee with staggered 3-year terms to advise on library development and operation.

Township board must establish library rules, appoint a library director, hire qualified staff, create a separate dedicated library fund, and pass necessary operating ordinances.

Libraries established under this section qualify as public libraries eligible for state aid under the state aid to public libraries act (1977 PA 89).
