Establishes the "eviction procedures and personal property disposal act" to govern the removal and disposal of tenant personal property during court-ordered evictions.

Requires property owners or operators executing an eviction writ to place a movable container (accessible from the side and of sufficient size) on their property or adjacent public street to hold the tenant's household furniture and goods.

Mandates that evicted tenants' personal property be legally removed from the premises and placed in the movable container provided under the act.

Requires property owners or operators to remove the container within 48 hours after placement, with violations subject to a civil infraction fine of up to $500.

Makes property owners or operators responsible for ensuring safe and lawful disposal of all personal property removed from the premises due to eviction.
