Amends the Clean, Renewable, and Efficient Energy Act to add a new Section 80 allowing electric and natural gas providers with fewer than 500,000 customers to permanently exempt themselves from energy optimization requirements by notifying the Michigan Public Service Commission by November 1.

Providers that opt for exemption cannot recover energy optimization costs incurred on or after the exemption's effective date and must notify customers with self-directed energy plans by December 1 before the exemption takes effect.

Customers of exempted providers are no longer required to continue implementing self-directed energy optimization plans or file related reports once the provider's exemption becomes effective.

Modifies Section 77 to reference the new exemption provisions while maintaining existing energy savings targets for non-exempt electric providers (0.3% to 1.0% annually by 2012) and natural gas providers (0.1% to 0.75% annually by 2012).

Preserves existing provisions allowing providers to substitute renewable energy credits, advanced cleaner energy credits, and load management measures to meet up to 10% of energy optimization standards, subject to Michigan Public Service Commission approval.
