Amends the Insurance Code of 1956 to modify Section 3113 regarding personal protection insurance benefits eligibility for accidental bodily injuries.

Denies personal protection insurance benefits to a person using a motor vehicle unlawfully, unless the person reasonably believed they were entitled to use the vehicle.

Denies benefits to vehicle owners or registrants involved in accidents where required security under sections 3101 or 3103 was not in effect.

Denies benefits to non-residents occupying unregistered vehicles who were not insured by an insurer that filed certification in compliance with section 3163.

Denies benefits to persons using a motor vehicle in the commission or flight from the commission of a felony punishable by imprisonment for more than 1 year.
