Establishes licensure requirements and regulatory framework for naturopathic physicians in Michigan, effective 180 days after enactment, administered by a new Board of Naturopathic Medicine within the Department of Health.

Requires applicants to graduate from an approved naturopathic medical program and pass a competency-based national naturopathic licensing examination administered by the North American Board of Naturopathic Examiners or equivalent federally recognized body.

Defines scope of practice including ordering diagnostic tests, prescribing nonprescription drugs and board-approved formulary medicines, performing minor office procedures, and providing various therapies, while prohibiting surgery, controlled substances (except as authorized), general anesthesia, and chiropractic/acupuncture services without separate licensure.

Creates a 7-member Board of Naturopathic Medicine consisting of 3 licensed naturopathic physicians, 2 MDs/DOs, and 2 public members, with board authority to set continuing education requirements, establish the naturopathic formulary through a separate formulary council, and recommend disciplinary action.

Establishes annual license renewal requirements, reciprocity procedures for out-of-state licensees with equivalent standards, and mandatory reporting provisions for unprofessional conduct with fines up to $5,000 for failure to report.
