Recognizes both the customary United States system and metric system of weights and measures for all commercial purposes in Michigan, with standards governed by the National Institute of Standards and Technology (NIST).

Requires state reference standards to be traceable to the international system of units and maintained in the department's weights and measures laboratory, with secondary standards verified regularly and field standards verified at least once every 5 years.

Mandates that weighing and measuring devices placed in service after January 1, 1988 must have valid certificates of conformance, with exceptions allowed for non-NTEP devices with written director approval and annual testing by registered service agencies.

Establishes voluntary registration system for servicepersons and service agencies with 2-year registration terms, requiring competency testing at 80% or higher, biennial standards certification, and submission of placed-in-service reports within 5 business days of device installation.
