Establishes a separate city lottery game that the lottery commissioner may create, with rules to be promulgated under the Administrative Procedures Act.

Ticket sales for the city lottery game shall be sold through all existing state lottery agents, with revenues deposited into a newly created city lottery fund.

Modifies prize payout requirements: the 45% minimum prize payout for state lottery applies generally, but separate rules for the city lottery game may be established by the commissioner.

Creates the city lottery fund in the state treasury to receive revenues from city lottery ticket sales; unclaimed prizes from the city lottery game are deposited into this fund rather than the state school aid fund.

Distributes remaining balance from the city lottery fund to Michigan cities with populations of 600,000 or more, proportionately according to population, after paying prizes, liabilities, and operational expenses.
