Prohibits operation of passenger vehicles or pickup trucks towing more than one vehicle or trailer on Michigan highways.

Requires drawbars or connections between towed vehicles not exceed 15 feet in length, with red flags displayed on chain/rope/cable connections at least 12 inches square.

Establishes that towed vehicles must be attached with coupling devices that keep lateral deviation to no more than 3 inches and secured with safety chains on each side of the coupling.

Allows pickup trucks with fifth wheel assemblies and appropriate towing ratings to tow a recreational semitrailer plus one additional trailer if total length does not exceed 65 feet and additional trailer weight does not exceed the empty weight of the truck or semitrailer.

Prohibits operating motor vehicles with temporary towing devices (such as ball and hitch) attached unless actively towing, and establishes civil infraction penalties for violations.
