Allows the commission to issue tavern or class C licenses for regularly scheduled events at public universities' outdoor programs or festivals, without regard to quota limits, with approval from the university's governing board.

Permits licenses to be issued at outdoor stadiums customarily used for intercollegiate athletic events for up to 30 consecutive days to concessionaires operating major professional ice hockey games, provided they have control of the licensed premises.

Allows concessionaires to share profits from licensed alcohol sales with unincorporated professional hockey leagues or affiliated entities under a written contract reviewed by the commission.

Permits the promotion and advertising of alcoholic liquor brands on university campuses during nationally televised professional hockey games held at licensed outdoor facilities.

Licenses issued under these provisions are non-transferable as to ownership or location and may only be issued to university governing boards, lessees, concessionaires, or combinations thereof.
