Replaces ORV "license" terminology with "trail permit" throughout the Natural Resources and Environmental Protection Act sections governing off-road vehicles.

Sets trail permit fee at $16.25 with $1.00 per permit directed to safety and training programs, 50% allocated to departmental operations and enforcement, and at least 25 cents per permit paid to authorized vendors.

Requires trail permit to be permanently attached to the vehicle before legal operation on trails, roads, or designated areas; exempts private property use and safety training programs from permit requirements.

Adds Section 81125a to waive permit requirements for events with 75 or fewer ORVs, though groups with 20-75 ORVs must notify the department in advance for activity coordination.

Abolishes the ORV citizens review board established under Section 81128 and repeals provisions requiring biennial plan revisions and legislative approval processes.

Effective October 1, 2012, contingent upon concurrent enactment of House Bills 5612, 5614, and 5615.
