Establishes a series of minimum wage increases beginning January 1, 2013, with rates of $7.90, $8.40, $9.00, $9.50, and $10.00 by January 1, 2015, each at the higher of the state rate or federal minimum wage.

Implements automatic annual minimum wage adjustments beginning in January following years with no state or federal minimum wage changes, calculated by multiplying the current minimum wage by the 12-month Consumer Price Index for urban wage earners (CPI-W) increase.

Adjusted minimum wage rates must be published by February 1 and become effective April 1 of each year.

Modifies the minimum wage for tipped employees from a fixed $2.65 per hour to 50% of the minimum hourly wage established in section 4, contingent on gratuities meeting or exceeding the difference.
