Allocates up to $5,900,000 for fiscal year 2011-2012 in competitive grants to intermediate districts for creating and continuing great start communities, contingent on matching funds and governance requirements being met.

Requires the early childhood investment corporation to add 4 governor-appointed members to its executive committee, with nominees submitted by legislative leaders in odd-numbered years and vacancies filled within 60 days.

Grants must fund community needs assessments, strategic planning for comprehensive early childhood services, identification of resources for children with disabilities, coordination of childcare program infrastructure, and local program evaluation.

The early childhood investment corporation must report by December 1 annually to legislative appropriations committees and budget officials detailing grant amounts, recipients, funded activities, and recipients' success in developing comprehensive early childhood systems.

Beginning in 2012-2013, the legislature intends to consolidate great start collaborative funding with other early childhood programs into a block grant program administered through intermediate districts, with the department to recommend revised funding formulas and criteria by January 1, 2012.
