Restricts the State Housing Development Authority from awarding grants, making loans, or expending money for commercial development unless specific conditions are met.

Requires that commercial development be part of a housing project where at least 75% of authority expenditures are for residential development.

Limits commercial development funding to projects in the immediate vicinity of residential development that serve basic domestic needs (supermarkets, clothing stores, hardware stores, drug stores) not already available nearby.

Prohibits authority expenditures on commercial building façade improvements except as part of qualifying commercial development projects under the 75% residential spending requirement.

Prohibits authority expenditures on wireless internet access, sculpture, or other special projects not necessary to provide housing.
