Establishes automatic approval of medical assistance applications for nursing home patients if the department does not complete eligibility assessment and mail notice of approval or denial within 45 days of receiving the application.

Applicant must submit a signed assets declaration if necessary for the 45-day timeline to apply.

If the department later determines an automatically approved applicant is actually ineligible after completing its assessment, medical assistance eligibility terminates.

Requires the department or department of community health to immediately apply for any necessary federal waivers or state plan amendments upon enactment to implement this provision.
